A City United by Tragedy, Divided by Its Kindness

The Wall Street Journal recently featured an article about the process involved in deciding how to distribute funds raised for the victims from the April 2009 shooting in Binghamton, N.Y., that left 13 people dead and four wounded. A local committee appointed had to make the decisions based on very difficult factors. When the decisions were announced, there were various reactions, ranging from gratitude to anger.
